The trial dealt with a single smuggling ring. It appears there is money in India enough for each person wanting to be safely smuggled to pay a hundred grand. These are not poor people wanting into the US. These are people who can come up with the money. What percentage of people in the US live paycheck to paycheck with no chance to front a hundred grand? Use that as a measure. Human smuggling pays, and therefore it is done.
