I’m well into The Dawn Of Everything by David Graeber and David Wengrow. They bring the perspectives of anthropology and archaeology.
I think the insights of contemporary sociology will help us understand a bit better some of the ideas the authors explore. It seems reasonable to me that if we are going to treat our ancestors as pretty much just like us then what we have learned about the ways we structure our society might be helpful in understanding some of the ways they structured theirs. To that end, let’s revisit the sociology of Pierre Bourdieu.

Like a lot of the French thinkers I’ve read, Bourdieu creates his own vocabulary. Two important termss are “habitus” and “field”. Another is “capital”, which includes several different named forms, the most important of which are economic capital and cultural capital. I discuss these terms in this series, and discuss others in a vocabulary post.

I discussed another of his terms, symbolic violence, in this post, focusing on how it worked to instill neoliberal ideas into the field of economics and on to the general public. This post holds up well, and is a good introduction to the concept in a fairly neutral context.

Keith Topper’s paper Not So Trifling Nuances: Pierre Bourdieu, Symbolic Violence, and the Perversions of Democracy, 8 Constellations 30, 2001, is available here. Topper is a political scientist at U. Cal. Irvine. The paper discusses the applicability of Bourdieu’s concept of symbolic violence in a political science. In Section I he introduces the basic ideas of practice, habitus and field.

In Section II he discusses Bourdieu’s interest in what he calls ordinary violence, those everyday interactions among people that are marked by “violence, domination, denigration, and exclusion in everyday affairs”. These mostly go unnoticed because they are routine, but they are the primary way that dominance is maintained. These interactions are spoken, and for Bourdieu language is a tool for domination.

Here are two examples I think demonstrate this point. The first is from a Lenny Bruce stand-up routine, taken from The Essential Lenny Bruce by Jack Cohen (my transcription).

I wonder if we’ll ever see that — if we’ll ever see the Southerner get any acceptance at all. … That’s why Lyndon Johnson is a fluke — because we’ve never had a president with a sound like that. Cause we know in our culture that “people who tawk lahk thayat” — they may be bright, articulate, wonderful people — but “people who tawk lahk thayat are shitkickuhs.” As bright as any Southerner could be, if Albert Einstein “tawked lahk thayat, theah wouldn’t be no bomb::

“Folks, ah wanna tell ya bout new-cleer fishin—”
“Get outta here, schmuck!’
“How come ah’m a schmuck?”
“Cause you ‘tawk lahk thayat,’ that’s why.”
“But ah’m tawking some stuff, buddi.”
“Will you stop, you nitwit, and get outta here? You’re wasting our time.” P. 97-8.

My second example is from this 2005 article in the New York Times. It describes the concerns of Della Mae Justice, an Appalachian woman from a poor family who, with the help of a wealthy cousin, is now a successful lawyer.

Far more than people who remain in the social class they are born to, surrounded by others of the same background, Ms. Justice is sensitive to the cultural significance of the cars people drive, the food they serve at parties, where they go on vacation — all the little clues that indicate social status. By every conventional measure, Ms. Justice is now solidly middle class, but she is still trying to learn how to feel middle class. Almost every time she expresses an idea, or explains herself, she checks whether she is being understood, asking, “Does that make sense?”

And though in terms of her work Ms. Justice is now one of Pikeville’s (Kentucky) leading citizens, she is still troubled by the old doubts and insecurities. “My stomach’s always in knots getting ready to go to a party, wondering if I’m wearing the right thing, if I’ll know what to do,” she said. “I’m always thinking: How does everybody else know that? How do they know how to act? Why do they all seem so at ease?”

Bourdieu is especially concerned with the way one’s speaking style can create dominant and subservient attitudes. I’ll summarize this point as I currently understand it. Each of us has a habitus, a set of dispositions that guide our social interactions. As a trivial example, most people use politeness terms, please and thank you, without thinking. Habitus also guides the way we dress, hold ourselves, those matters Ms Justice is worried about, and pretty much all our actions.

Bourdieu thinks we have a linguistic habitus. The linguistic habitus includes both words and manner of speech, but also gestures, interruptions and the expectations we have about how our speech will be received. Bourdieu also thinks participants in different fields, like law, academia, and corporate life, each require a different linguistic habitus.

Those who lack the kinds of linguistic habitus preferred in a particular field are excluded from participation in the field. The paper I’m describing is a perfect example of the linguistic habitus required in the field of political science. I’m on my third reading and it’s unbearably dense. But it wasn’t written for me. It was written at to communicate with other participants in Topper’s field. I’d be excluded from participating in a written discussion of this paper because I do not know the literature and I don’t understand the problem he intended to address. Also, I don’t like to write like that.

Topper seems to think there is a preferred linguistic habitus in politics, and those who don’t have it are excluded from participating in political discussion. It’s not just that those who have the preferred linguistic habitus ignore or dismiss them, though that can happen. They exclude themselves. They are self-silenced by their own recognition of a perceived deficiency.

Topper says this seriously undercuts the legitimacy of decisions made in the absence of the voices of too many people. He says neither the people with political linguistic competence, nor the people excluded recognize that the exclusion is based on a form of intimidation, silent but effective. This is the sense in which the control of symbolic discourse can be understood as violent.

Topper points out that language is a crucial part of politics. He cites Hannah Arendt’s The Human Condition.

In this work Arendt holds that the very essence of politics is speech – specifically, public speech made possible by a shared language. Divested of the capacity to speak, and accordingly to listen, to persuade and to be persuaded, politics would be inconceivable, supplanted instead by “sheer violence,” which, she adds forebodingly, is necessarily “mute.

There is a similar discussion in The Origins Of Totalitarianism. Arendt says that the Nazis first denationalized the Jews, taking away their ability to speak and to act as citizens. That step made them less than human in Arendt’s terms, not much different from animals. P. 447.

Topper draws two conclusions. First, restricting participation to those with certain linguistic habitus means that other people are excluded from the political sphere. It undercuts our claim to self-government if large numbers of us can’t or won’t participate.

Second, the unequal distribution of acceptable political linguistic habitus is not formally recognized and counteracted, by education or otherwise. Thus, the dominant class can deny that it is exclusionary, and the subservient class can’t see exactly how it is being treated unfairly. This has major implications for political theory, which I’ll skip. It also has real world implications, which Topper doesn’t discuss in this paper.

Discussion.

1. There’s a lot here to consider. I think this idea, symbolic violence, is a helpful lens for a lot of different things including my reading of The Dawn Of Everything. There are too many for this post.

2. One specific thing is the whinging of David Brooks about the hurt feelings of those he claims are excluded by the culturally dominant, and how that led to the election of Trump. It’s obviously not true that right-wingers are excluded from public discourse, or from cultural discourse. I’ll take that up in another post.

Finding The Public In A Complex Society

In the last two posts we looked at Dewey’s idealized form of democracy. In Chapter 4 of The Public And Its Problems, Dewey desribes some of the obstacles citizens face in identifying themselves as a public, as a group capable of organizing to solve its problems. The obstacles he describes never went away.

He begins by pointing out that our form of democracy originated in small communities, based on town meetings and elections of neighbors to carry out the solutions reached through those meetings. Waves of industrialization and immigration created giant urban communities. Absorbing and socializing those groups into urban American life went quite well considering the enormous difficulties. But:

In spite of attained integration, or rather perhaps because of its nature, the Public seems to be lost; it is certainly bewildered. The government, officials and their activities are plainly with us. … But where is the public which these officials are supposed to represent? How much more is it than geographical names and official titles? P. 149-50; fn omitted.

The effort to adapt the politics of the small town to densely packed urban areas worked well enough to prevent the nation from falling into civil strife, but was not robust enough to deal with urban problems let alone national issues. Dewey describes the drop in the percentage of the population who voted and the cynicism that many show to the process.

Those still more inclined to generalization assert that the whole apparatus of political activities is a kind of protective coloration to conceal the fact that big business rules the governmental roost in any case. Business is the order of the day, and the attempt to stop or deflect its course is as futile as Mrs. Partington essaying to sweep back the tides with a broom. P. 151; fn omitted]

This accords with what he wrote in Chapter 3. We are not so much a nation of self-motivated individuals as a interchangeable group of “standardized units”, a phrase with echoes of neoliberal Homo Economics. These units are driven into corporations or other huge organizations for economic purposes not voluntarily but by the need to make a living.

[Corporations] are so massive and extensive that they determine the most significant constituents of the public and the residence of power. Inevitably they reach out to grasp the agencies of government; they are controlling factors in legislation and administration. Not chiefly because of deliberate and planned self-interest, large as may be its rôle, but because they are the most potent and best organized of social forces. P. 142.

This obstacle is exacerbated by the existence of political machines and other groups who insert themselves between individuals and the state; and use this position for their own ends.

Dewey identifies other things standing in the way of a public trying to recognize itself.

1. Political parties don’t do policy, and policy is never the issue in elections. He points to the fact that child labor laws are supported by a large public majority, but neither party makes them an election issue, or pushes the necessary Constitutional Amendment. This reminds us that SCOTUS struck down Child Labor Laws in a typical anti-democratic action by a 5-4 majority of conservatives.

2. Elected officials are rarely held to account by the electorate for specific votes or positions. Instead, the primary determinant seems to be a general consensus about the overall state of things.

3. Public relations experts manipulate the attention and energy of the public to focus on non-political matters. This leaves the experts and their sponsors to manage political activity for their own ends. Even non-corrupt leaders use theories developed for altogether different purposes and developed in different circumstances.

4. Mass societies lead to the disintegration of small communities where people develop the habit of participation in politics.

5. Mass societies create complex problems beyond the ability of a non-specialist to grasp. Of course, the consequences of the decisions made by specialists are clear. But see point 2.

6. It is difficult to apply even a simple political principle in a large society. Dewey gives two examples. Southerners claim to favor small government. They also claim to want to prevent drinking alcohol. But Prohibition requires a larger government. Farmers want small government, but also want fair railroad freight rates. That requires a large government bureaucracy.

7. Apathy sets in when it becomes difficult to identify issues, as is the case in a complex society, especially when traditional political slogans lose their meaning. People vote against one or the other party based on adherence to worn-out ideas when they bother to vote.

The increase in the number, variety and cheapness of amusements represents a powerful diversion from political concern. The members of an inchoate public have too many ways of enjoyment, as well as of work, to give much thought to organization into an effective public. Man is a consuming and sportive animal as well as a political one. P. 167.

9. Earlier American communities were stable. But technological forces create instability, mobility and constant change. “Steam and electricity have done more to alter the conditions under which men associate together than all the agencies which affected human relationships before our time.” P. 169. This makes if difficult to formulate a sense of solidarity that is necessary to create a public.

These factors have confused citizens and made it difficult for them to recognize themselves as a public with problems that require organization to create a solution. Dewey offers his thoughts on solutions in chapter 5.

Discussion

The problems Dewey identifies are worse today that they were 100 years ago. Occasionally catastrophes have forced us to demolish those obstacles, and face up to life and death situations that can only be solved as a group. After WWII, there was a brief time, the time of my childhood, when the problems had not completely overwhelmed a sense of national community, when we slowly began to see real changes. It was short-lived, partly destroyed by endemic racism and an immoral war, and partly by a group of right-wing rich people and their economic theorist enablers. It was finished off by yet another economic nightmare. Catastrophic stagflation in the mid- to late 70s was met with neoliberal solutions, and the same for the following economic crashes, through the Great Crash and the Great Recession. We were distracted, unable to protect ourselves while our nation slowly fell apart.

Then came the pandemic. While we were locked down we saw the horrifying killing of George Floyd, which came on the heels of so many other police killings of unarmed Black people. We saw massive protests often met with state and right-wing violence. We saw the horror of the second and third waves of the pandemic, and the disgusting behavior of the former guy and the antics of his incompetent administration. We watched his absurd lawyers hack at our election. Then we saw the Capitol Insurrection. There weren’t any distractions, no manipulations that could hide it. [1] We were able to see ourselves as a public.

I hope this is a permanent change.

Democracy Against Capitalism: The Separation Of Politics and Economics

Democracy Against Capitalism is a collection of essays written by Ellen Meiksins Wood. In the first essay, she says that many contemporary Marxists have abandoned the historical materialism which is central to Marx’ own thought. Here’s how she describes historical materialism:

A materialist understanding of the world, then, is an understanding of the social activity and the social relations through which human beings interact with nature in producing the conditions of life; and it is a historical understanding which acknowledges that the products of social activity, the forms of social interaction produced by human beings, themselves become material forces, no less than are natural givens. (Kindle Locations 491-494.)

This seems uncontroversial, in fact It’s really hard to believe anyone disagrees without relying on some other human-made theory.

She illustrates this idea with a sketch of the history of the development of capitalism, showing how capitalism separates politics and economics. This isn’t about the academic study of these fields, but about the way capitalism flowed from earlier times, primarily in the UK.

She starts with the proposition that a central problem for any society is producing the necessities of life and allocation of the production among members. That decision is political, not economic. The explanation begins with a definition of the state as the “complex of institutions” through which society organizes itself. This organization is an instrument of power, and exercises coercion through various means, including violence. Smaller social units, families or clans, owe certain common duties to the whole.

She says that in the earlier times, decisions about production and allocation were made by “public or communal authority”. (Kindle Loc. 676).

Whether or not the essential object of the state is to maintain exploitation, its performance of social functions implies a social division of labour and the appropriation by some social groups of surplus produced by others. It seems reasonable to suppose, then, that however this ‘complex of institutions’ came into being, the state emerged as a means of appropriating surplus product – perhaps even as a means of intensifying production in order to increase surplus – and as a mode of distributing that surplus in one way or another. I’m not sure what to make of this quote. She cites a book by Marshall Sahlins, Stone Age Economics for this proposition.

In the imperial period of Roman government, the supremacy of private property was reasonably well established, When the Roman Empire broke up, the state fragmented. Local feudal lords maintained control by a combination of feudal rights under whatever was left of a central authority, the offer of protection to the local people, and brute force.

Feudal Lords carried out the functions of the state in vestigial form, dispensing justice and providing and organizing defense, social responsibilities that went with their control over production and allocation. Gradually the central authority regained strength, and Feudal Lords ceded some of their duties and powers, but not control of the land or the work done by the people on the land or the right to control allocation of production. The story continues to the present, with the owners of private property maintaining their power to organize production and expropriate the surplus for themselves through their absolute right of control and ownership.

Wood only provides a sketch, and my retelling is a sketch of a sketch, but it’s compelling once you grant the premise that decisions about production and allocation are political issues. Of course, we don’t know how our Stone Age ancestors handled these things. Even so, the assertion that matters of organization of production and allocation of the products is a social matter is quite reasonable. After all, the rules that force that outcome are upheld by the power of the state, through violence and otherwise.

From there, the part of the story that starts in Feudal societies makes good sense. A lot of this history can be seen in the fights over English Land Law, the change from a political system where the king owned all the land to vesting of full title in aristocrats and eventually in the hands of ordinary people. This story helps us to see how we got to the place where absolute control of private property became central to our social structures. It wasn’t inevitable. The story is quite different in other countries. For example, in France, the King maintained his central role in the economy much longer, until the French Revolution. For an interesting discussion of the role of the King in the bread markets of France, particularly Paris, see Bernard Harcourt’s excellent book The Illusion of Free Markets, which I discussed here. Harcourt also discusses the arrangement that government should control punishment.

Perhaps as a result, even today the state plays a larger role in the French economy than in the US or the UK. As an example, the telecommunications businesses there are privately owned, but the government regulates the business tightly and insures competition. That keeps prices very low, and services high.

Along with the power to organize production, the capitalist system gives private interests the absolute right to whatever profits it can extract. This fact has such a long history, it appears to be the result of impersonal natural law to economists and others. In part this is because the absolute right to profit is hidden inside the absolute right to property. To the workers, the struggle for wages appears to be an economic struggle, not a political one. To the State, it means that there is little legislation and little regulation to protect ordinary citizens as workers or consumers, or the land, and the courts are always ready to strike down the new laws or to construe them so narrowly as to make them useless. And for most of its history, the US has seen fit to allow private interests to control Polanyi’s third fictitious commodity, money.

When economics began to emerge as a separate academic discipline in the 19th Century, it confronted this situation, and never questioned any of the social structures it found in place, especially the right of owners of capital to extract all profit, control the organization and production of most goods and services, and control the lives of the workers. The existing structures were written into the foundations of the two separated disciplines.

The leftist view, that such decisions are political, continued into the New Deal era, when government began to side with the workers and ordinary people. One landmark piece of legislation was the pro-union Wagner Act. Then, in the 1970s, Democrats joined what C. Wright Mills called the Capitalist Celebration, embracing capitalism as explained by economics. This led to the New Democrats, the Third Way Dems, the Blue Dogs, and the rest of the corporatist Democratic politicians. For the last 40 years, no one has seriously questioned this allocation of power.

There is a curious divide in the understanding of the allocation of production. Workers who own farms, for example, or artists, consider that the things they produce belong to them, and can be used or sold by them without regard to others. Workers who work for other people never make that connection. They do not think of the things they produce as theirs, or even partly theirs. They just assume that these things belong to the owners of capital. But consider this. Suppose a person who works for a tech company dreams up a new idea. Who owns that new idea? Probably the worker has the better claim. As a result tech companies routinely make employees sign contracts giving them ownership, and even that is not necessarily conclusive.

If all workers thought of themselves as having claims to their work product, we’d have a different kind of capitalism.
