The Dim Philby Leaks

Bloomberg obtained and posted the content of two phone calls showing Steve Witkoff — whom Michael Weiss has dubbed “Dim Philby” — working for Russia’s interests, not US interests. Bloomberg published two transcripts:

  • A 5-minute October 14 call between Witkoff and Yuri Ushakov, Putin’s top foreign policy advisor, in which Witkoff tells Ushakov how to pitch Trump on capitulation
  • A short October 29 call between Ushakov and Kirill Dmitriev, in which Dmitriev described “informally pass[ing …] along [Russia’s maximal “piece” plan], making it clear that it’s all informal. And let them do like their own

The transcripts show that Witkoff is a sycophant serving Putin’s interest and that the transcript that Americans have been claiming was their own plan was, as everyone smart insisted, in fact Russia’s plan.

The fall-out of this is yet to be seen. Thus far, Marco Rubio’s efforts to salvage things seems to have bought time.

When Bloomberg posted the transcripts they said they had reached out for comment from the White House. That reference is gone, but now Trump and his flunkies claim these transcripts make Witkoff look strong, rather than culpable. So maybe Trump will just try to barrel through the transcript release and still capitulate to Russia.

I want to consider the logistics of this leak, which could arise from wiretapping (or simply recording) what happened on Ushakov’s phone, which is common to both transcripts. It could have come from any of three entities:

  • The Russians, who would have ready access to Ushakov’s phone and no concern about preserving that access
  • Some European intelligence service, which would be endangering a tremendously valuable compromise by releasing this, but might stave off diplomatic catastrophe
  • American leakers, possibly at the CIA (which, like Marco Rubio, was excluded from these negotiations)

Bloomberg’s story has no byline, which would make it harder for the FBI or anyone else to determine who leaked these materials.

Now consider the effect of the leak. The transcripts make it clear the claims sold to Axios and WSJ — that Jared Kushner wrote this plan — were false. Dmitriev succeeded, as he told Ushakov he would do, in getting the White House to pass off the Russian plan as their own.

If the US forces through this deal, the leak of this transcript makes Russia’s complete dominance evident.

Or, if the deal fails because Rubio succeeded in making the deal more acceptable to Ukraine and Europe, this leak may undercut Dmitriev’s role in the entire process (indeed, the leak could be an attempt to scapegoat him for a failed plan to get maximal capitulation).

But unless the US understands where the transcripts came from, it makes Witkoff vulnerable. The only obviously targeted phone is Ushakov’s. But if they got both sides of this conversation, what else did they got?

We don’t know the answers but it’s worth remembering something about 2016 to 2017.

Like Witkoff, Mike Flynn used absolutely abysmal operational security when working a back channel to undermine sanctions on Russia. Ultimately, US spies discovered what he had done, after trying to figure out why Putin did nothing in response to US sanctions. But the Russian Embassy pretty clearly knew the phone lines Flynn was calling into were wiretapped. Russia knew that would be exposed, and likely knew that one of several things would happen: they’d have blackmail on Trump because he dealt with Russia before becoming President or, the discovery of Flynn’s actions could destabilize the Trump administration as the investigation into his Russia ties in fact did do.

The same could be said for these transcripts.

      Mental illness runs in the male side of my family, but NONE of my family members were delusional enough to think Marco Rubio would be the obvious replacement for Trump. I can only imagine the 2028 MAGA primaries.

    I would have commented just to thank you for “Dim Philby”, but “what else did they get?” OUGHT to be terrifying for Witkoff, unless Witkoff’s theory is that none of this matters (“Trump has pardoned and rehabilitated Russian dupes before, so why not me?”).

    Here’s a tweet by Michael Weiss, 11/22/25, highlighting Dimitriev meeting with Rep Luna at a Florida hotel owned by Len Blavatnik. Russian state media showed a video of Luna accepting a box of chocolates as a gift.

    Weiss describes Blavatnik as a Russian oligarch, which he is. But Blavatnik is also a major investor in Israeli cyber research and interdisciplinary work with Israeli government.

    An interesting timeline with Blavatnik, Vekselberg, and Epstein:

    * 1990: Long time friends Blavatnik and Vekselberg found Renova Group

    * 3/21/13: Blavatnik divests of remaining stakes involving Vekselberg as Rosneft purchases energy assets from AAR (Alfa Group, Access Group, Renova Group)

    * April/May 2013 Ehud Barak reaches out to Vekselberg about partnership, Renova pays Barak for consulting, Barak gains access to Russia back channel; Barak’s money will be used to start-up Carbyne

    * September 2014: Blavatnik opens Blavatnik Interdisciplinary Cyber Research Center (ICRC) in Israel at Tel Aviv University

    * September 2017: Vekselberg invest in Carbyne

        What I find interesting, is that Vekselberg and Blavatnik were friends and business partners for decades.

        Whether it was intended or just coincidence, that March 2013, split had the effect of Blavatnik being kept in clean from Vekselberg’s future sanctions.

        The split occurred with the backdrop of world conflicts and recent regime changes, and the expansion of the Ukraine conflict, and potential other regime changes.

        As Blavatnik exited his Blavatnik (and Alfa Group) relationship, Vekselberg linked with Epstein & Barak, who, tied to Israeli intelligence, then back channel to Russia and push pro-Russia policy to the Obama administration on Syria.

        And both Vekselberg and Blavatnik, independent of each other, end up with investments in Israeli cyber weapons tied to the Israeli government.

    I think the key difference between Witkoff and Flynn is that Witkoff is negotiating legally since he’s been put in that position by the sitting president. Flynn was going it alone (probably with Trump’s blessing) before he had the legal authority to do so. That means there’s far less impetus for Witkoff to lie to investigators, which is what brought Flynn down. Heck, there’s practically no impetus to even have an investigation.

    It might be embarrassing, but nobody’s going to jail in the Witkoff matter. At worst, Trump pretends that he’s shocked, shocked! that there’s gambling going on in this casino, fires Witkoff, and the band of fuckwits goes on their merry way.

      Not sure where to find the reference at this late date, but one of the things Flynn apparently said was that “the Boss” knew about what he was up to, or so he implied. So Trump was in on the first one too.

      Not necessarily. CIA uses cyber exploits dropped by their assets.

      If they really had Ushakov’s phone, it would be via very focused means.

    Witkoff himself is of Russian descent and made his money the same way Trump did in the 90’s-00’s; by helping the Russians launder it through the American real estate system. He got involved BECAUSE he’s working for the Kremlin; he’s taken Manafort’s old job as the guy who pushes Trump towards Putin at every opportunity.

        Because for the United States, “treason” has a very particular definition given in Art.III of the US Constitution. It is a much more limited thing than the general meaning of treason throughout the English speaking world.
        Unless and until Congress declares war against the Russian Federation, nobody is being prosecuted for treason for helping the Russians.

    Maybe I shouldn’t be surprised but I remain surprised that this isn’t top-headline news. For example, NYTimes has a snippet story well below the fold that barely covers this topic (I mean, come on! A US envoy coaching the Russians on how to get their way, no big deal!).

    Then again, really maybe nothing should surprise me anymore. Yesterday FoxNews had the Comey and James dismissal story buried WELL below a story about an OnlyFans sex-worker giving a lecture at a university. But I guess that makes more sense if we assume that Fox doesn’t want its readers to hear about any losses.

    In this one, he catches Witkoff, seemingly intending to send a DM, reply publicly that Barak Ravid’s scoop about US secretly drafting the Ukraine Piece Plan, was given to Ravid by Dimitriev.

    I have been following Ravid for Middle East updates near daily since September 2023. Within a few months, it was noticeable that the Biden administration leaked stuff to Ravid when they needed positive news about Gaza/Palestinian statehood sprinkled in between all of the negative info of supporting the genocide. One of the Intercept reporters mentioned it in one of their podcasts as well.

    Around this time Ravid received an award presented personally by Biden.

    It stood out earlier this year when Ravid got the scoop about Loomer linked to the termination of NSC staffers. Now Ravid gets the scoop of the so called peace plan, serving up propaganda helpful to the president.

    Then, we get these leaked transcript. In complete irony, Ravid’s first job was in signal intelligence for Unit 8200, so would have a great understanding of analyzing the collection and leak of these call transcripts.

      Trump has been working for Russia for a long time. Only recently has it become possible for him to fully sell out Ukraine.

      In many ways, Putin no longer needs Trump, the US having seized the GRU’s goals and implemented them as if they had been our own.

    Call for games players. Get that a lot of you lawyers like to play chess, poker, bridge, go and so on. So do a lot of folks in the trump CIA and NSA. And in MI5 and 6 also, and a lot of other intel agencies around the world.
    But when you’re out of cards at a 30% approval on the economy how do you play the end position to counter Zelensky when the man is holding strong in the war on the ground while burning down the Russian economy in the sky? putin looks to be a no hoper to win the physical war against the smart, battle-hardened Ukrainians. And the man is short on time.
    NYT sure looks like it’s being very even-handed in its support of the putin-trump-witkoff Russian real estate $$$ axis vs. Ukraine defending it’s democracy. Hopefully the House back after the turkey day break does another discharge petition, this one on Ukraine, to get it past Speaker Johnson to the Senate, approx 80-20 pro Ukraine. Fingers crossed. Everyone knows that trump without his johnson is a eunuch.
