Iran, P5+1 Reach Historic Final Agreement, Frustrating Opponents Who Push for War

It has been nearly 20 months since the group of P5+1 countries (China, France, Germany, the Russian Federation, the United Kingdom and the United States) and Iran reached an interim agreement limiting Iran’s work on nuclear technology. Progress since that interim agreement has been painfully slow (and obstructed as much as possible by Israel’s Benjamin Netanyahu, neocons in Congress and United Against Nuclear Iran), with a number of “deadlines” for achieving the final agreement missed. Journalists covering the final phase of negotiations in Vienna over the last two weeks eventually got so exasperated with the process that they began reporting on the number of Twizzlers consumed by the negotiators.

Fortunately, the US, led by John Kerry, with technical support from Ernest Moniz (with the backing of Barack Obama) and Iran, led by Javad Zarif, with technical support from Ali Akbar Salehi (with the backing of Hassan Rouhani) did not give up on the process. A final agreement (pdf) has now been published.

The following sentence appears in the agreement twice. It is the final sentence in the Preface and is the third point in the Preamble:

Iran reaffirms that under no circumstances will Iran ever seek, develop or acquire any nuclear weapons.

That is the heart of what the entire process has been about. Iran’s uranium enrichment work, which grew to over 18,000 centrifuges installed at two facilities, was viewed as a rapid route to a nuclear weapon. Even though no facility in Iran has been identified where enrichment was proceeding to the highly enriched levels needed for a bomb and Iran had demonstrated no ability to make a bomb from highly enriched material, “conventional wisdom” stated that Iran would only need a few months (as of the signing of the interim agreement) to produce a working bomb. Throughout the process, Iran has claimed the work was only for peaceful uses (electricity production and the production of medical isotopes). Things had gotten really ugly back in 2011 when the IAEA lent credence to claims that originated in the Laptop of Death, where Iran was accused of past work aiming at developing a bomb. By making the blanket statement that Iran will never seek a nuclear weapon, Iran is publicly acknowledging that the West will reinstate economy-crippling sanctions should evidence surface that it is seeking a weapon. Further, by saying it “reaffirms” as much, Iran is sticking to its previous claims that it has not sought a weapon in the past. Those dual points are important enough to be appear twice on the first page of the agreement.

On first blush, the final agreement looks quite robust. I intend to address only the technical aspects of the agreement and will leave to others analysis of the aspects of the plan relating to the removal of sanctions, although it is interesting that it appears that the plan will be submitted for UN Security Council approval before Congress is expected to have a chance to chime in.

The plan is referred to as the Joint Comprehensive Plan of Action, or JCPOA. It establishes a Joint Commission of P5+1 and Iran that will monitor implementation of the agreement.

Enrichment

In order to achieve the primary aim of taking Iran’s “breakout time” (the time estimated to produce enough highly enriched uranium for a bomb) from the range of just a few months at the time of the signing of the interim agreement to the stated goal of at least one year, Iran now agrees to stop all enrichment work with radioactive material at its Fordo site (the underground site that prompted the US to develop a new generation of bunker buster bombs) and to greatly reduce the number of centrifuges in use at Natanz. Further, Iran will no longer enrich uranium above 3.67%. Iran agrees to keep its stockpile of 3.67% enriched uranium at 300 kg or less. Iran, P5+1 “Succeeded in Making History”

It has been a very long road since the announcement in November of 2013 that a preliminary agreement between Iran and the P5+1 group of nations had been made on Iran’s nuclear technology. There have been extensions along the way and times when a permanent deal appeared imminent along with times when no such deal seemed possible. Despite tremendous pressure from Israel and the neocon lobby who lust after a war with Iran, the outlines for a permanent deal are now in place. What remains is to nail down the details by the June 30 deadline when the extensions of the interim agreement expire. Laura Rozen and Barbara Slavin capture the historic significance of what has been achieved:

We have “found solutions,” Iran Foreign Minister Mohammad Javad Zarif first proclaimed on Twitter on April 2, “Ready to start drafting immediately.”

We have “succeeded in making history,” Zarif said at a press conference here April 2. “If we succeed, it is one of the few cases where an issue of significance is solved through diplomatic means.”

We have “reached a historic understanding with Iran, which, if fully implemented, will prevent it from obtaining a nuclear weapon,” US President Barack Obama said from the White House rose garden after the deal was announced April 2.

What stands out about the agreement is just how much Iran was forced to give up on issues that had been seen by most observers as non-negotiable. Jonathan Landay interviewed a number of nuclear experts on the agreement:

On its face, the framework announced Thursday for an agreement that limits Iran’s nuclear program goes further toward preventing Tehran from developing a nuclear weapon than many experts expected it would, including requiring an international inspection system of unprecedented intrusiveness.

The Agreement

The version of the agreement as released by the US can be read here. Let’s take a look by sections.

The first section addresses the general concept of uranium enrichment. Although hardliners in the US want all enrichment in Iran stopped, it was clear that Iran would never have agreed to stop. But what has been achieved is staggering. Iran will take two thirds of its existing centrifuges offline. Those centrifuges will be placed in a facility under IAEA inspection, so there is no concern about them winding up in an undisclosed facility. Further, only Iran’s original IR-1 centrifuge type will be allowed. That is a huge concession by Iran (everybody knows the IR-1’s suck), as they had been developing advanced centrifuges that are much more efficient at enrichment. Many critics of a deal with Iran had suspected that advanced centrifuges would be a route that Iran would use to game any agreement to increase their enrichment capacity if only the number and not the type of centrifuge had been restricted. Further, Iran will not enrich uranium above 3.67% for a period of 15 years. And the stockpile of 3.67% uranium will be reduced by 97%, from 10,000 kg to 300 kg. This reduction also will apply for 15 years. This section also carries an outright statement of targeting a breakout time of 12 months to produce enough enriched uranium for a bomb. [But as always, it must be pointed out that merely having enough enriched uranium for a bomb does not make it a bomb. Many steps, some of which there is no evidence Iran has or could develop under intense international scrutiny, would remain for making a bomb.]

The next section of the agreement is titled “Fordo Conversion”. Iran’s Fordo site is the underground bunker built for uranium enrichment. Iran has agreed not to enrich uranium at Fordo or to have uranium or any other fissile material present for 15 years. While many have advocated a complete shutdown of Fordo, the agreement provides a very elegant alternative. Fordo will now become a research site under IAEA monitoring. Had the site shut down, where would all of the scientists who work there now have gone? By keeping them on-site and under IAEA observation, it strikes me that there is much less concern about those with enrichment expertise slinking into the shadows to build a new undeclared enrichment facility.

Per Capita US Support for Pakistan’s Displaced Dwarfs Support for Syrian Refugees

John Kerry visited Pakistan yesterday to provide the delayed announcement of $250 million from the US to aid displaced Pakistanis and rebuild infrastructure in the wake of the Zarb-e-Azb offensive against terrorists in Pakistan’s tribal areas. We get some detail from the New York Times for how the aid is to be used:

The $250 million in American assistance is to be used to provide food, shelter, medical support, and to restore basic services in Waziristan and the other Federally Administered Tribal Areas, so that the more than 700,000 people who have fled the fighting can return, American officials said. The aid would be redirected from assistance that had already been appropriated for Pakistan.

Of course, even with this repurposing of funds, the US is using it as enticement for what it really wants from Pakistan:

A senior State Department official said before the meetings here that Mr. Kerry would emphasize that Pakistan’s crackdown against militants should be extended to the Haqqani network, which has organized attacks in Afghanistan against American and local forces; to Afghan Taliban fighters who have sought refuge in Pakistan; and to Lashkar-e-Taiba, a Pakistani group that is widely believed to be responsible for the 2008 terrorist attack in Mumbai, India.

“Part of the secretary’s core message will be to ensure that actions are met with a real and sustained effort to constrain the ability of the Haqqani network, Lashkar-e-Taiba, the Afghan Taliban, and other militants who pose a threat to regional stability and to direct U.S. interests,” said the official, who spoke on the condition of anonymity in accordance with the agency’s procedure for briefing reporters.

To show its gratitude to the US, Pakistan celebrated by hanging seven prisoners during Kerry’s visit.

This level of support from the US for Pakistan’s displaced population puts US support for refugees from Syria’s civil war to shame. While the US pats itself loudly on the back by combining refugee support figures for 2012-2015 to claim a $3 billion commitment, when we look at what has been announced for 2015 (pdf, scroll to page 6), I see only $277 million. Although that is more money for Syrian refugees, there are almost ten times more refugees in the Syrian conflict than in Pakistan. The story above cites 700,000 displaced by current offensive and the Internal Displacement Monitoring Centre puts the overall figure for Pakistan at around 1.15 million. By comparison, the same group notes 7.6 million internally displaced Syrians and 2.8 million refugees from Syria in surrounding nations. The total is very nearly half of Syria’s 21.9 million total population.

If the US provided the same per capita support to Syrian refugees in 2015 as it has pledged for Pakistan, the $250 million for 1.1 million Pakistani refugees would become approximately $2.4 billion. Given the dire conditions in Syrian refugee camps this winter, such a commitment would be vital, but don’t look for it anytime soon.

My Yearly December Post on John Brennan Rolling DiFi on Torture Report

In it, I predicted,

Since I was right about John Brennan being completely untrustworthy about bringing an open mind to the evidence presented in the Torture Report, let me make another prediction based on this detail.

Committee aides said the panel hoped to finish work on an updated version of the report, taking note of CIA comments, by the end of the year. The committee could then vote to request declassification, which would allow the public to see the report, or at least parts of it.

What’s going to happen is the SSCI will water down the report, ignoring the clear implications of the evidence, in hopes of getting support for declassification. The Republicans on the committee, at least, still won’t vote to declassify it. Some section of the watered-down report will be released. And the historical record on torture will not reflect the clear evidence in the documentary record.

Dianne Feinstein could, of course, move to declassify the report in its current state.

But she won’t do that, and John Brennan knows it. You see, he knows DiFi wants to be loved by the spooks she oversees, and they could care less what she thinks of them, so long as they continue to hide the true nature of their organizations. And her desire to be loved by those she oversees makes her an easy mark.

When that post said, “by the end of the year”? That meant last year. 2013.

Didn’t happen.

Meanwhile, in recent days, we’ve learned that Brennan prevailed on one of the key fights between CIA and SSCI, succeeding in having the pseudonyms of pseudonyms redacted so we can’t track all the things Alfreda Bikowsky did, beyond the torture tourism we know she engaged in and the torture she subjected an innocent Khalid el-Masri to, before she got several more promotions at CIA.

And while I think today’s report, confirming that “Yup, John Brennan Rolled DiFi on the Torture Report,” adds another dynamic — that of CIA and the President and State publicly making clear that Dianne Feinstein will bear responsibility for any backlash over the revelations in the Torture Report, I think Brennan is still doing a victory lap.

Secretary of State John Kerry personally phoned Dianne Feinstein, chairman of the Senate Select Committee on Intelligence, Friday morning to ask her to delay the imminent release of her committee’s report on CIA torture and rendition during the George W. Bush administration, according to administration and Congressional officials.

“What he raised was timing of report release, because a lot is going on in the world — including parts of the world particularly implicated — and wanting to make sure foreign policy implications were being appropriately factored into timing,” an administration official told me.  “He had a responsibility to do so because this isn’t just an intel issue — it’s a foreign policy issue.” 

“That’s a nice Torture Report you’ve got there, Dianne,” these men seem to be saying, “and we’ll happily take credit for your work. Unless something bad happens in which case expect us to throw you to the wolves.”

CIA (and NSA) always get Congress to back off oversight with threats like this — kudos to Senator Feinstein for remaining committed to releasing the report.

It’s just really really frustrating that we are here, a year later, with the men in charge still levying these kinds of threats. If the torture CIA did will cause blowback, then that’s CIA’s fault, George Bush’s fault. Dick Cheney’s fault.

Kerry Convenes Meeting to Line Up Global Victims to Die for US Mistakes

Does 2014 John Kerry ever look back on 1971 John Kerry?

The John Kerry of 2014 wears the suit of a diplomat while advocating forever war. Does he ever look back on the John Kerry of 1971, who wore the uniform of a soldier to advocate for peace?

On April 23, 1971, John Kerry, speaking as a member of Vietnam Veterans Against the War, appeared before the Senate Foreign Relations Committee and famously posed the question “How do you ask a man to be the last man to die for a mistake?”. On December 2, 2014, Kerry, in his capacity as US Secretary of State, convened a meeting of Foreign Ministers of countries allied against ISIS. Sadly, the wisdom of 1971 John Kerry was completely lost on 2014 John Kerry, as the meeting in Brussels was aimed entirely at making war on ISIS without regard for the residents of the region who will bear the brunt of the new violence and who have faced severe hardships for years as a result of US meddling in the region. Kerry’s plan shows no regard for the hard evidence that exists showing that the approach being taken by the US has failed many times over since the failure in Vietnam which he so forcefully described.

Kerry’s description of the shortcomings of the approach in Vietnam resonates with the current failed approach by the US in Iraq, Afghanistan, Syria and beyond:

We found that not only was it a civil war, an effort by a people who had for years been seeking their liberation from any colonial influence whatsoever, but also we found that the Vietnamese whom we had enthusiastically molded after our own image were hard put to take up the fight against the threat we were supposedly saving them from.

We found most people didn’t even know the difference between communism and democracy. They only wanted to work in rice paddies without helicopters strafing them and bombs with napalm burning their villages and tearing their country apart. They wanted everything to do with the war, particularly with this foreign presence of the United States of America, to leave them alone in peace, and they practiced the art of survival by siding with whichever military force was present at a particular time, be it Viet Cong, North Vietnamese or American.

Kerry pointed out in 1971 that residents of an area under siege by invaders often choose to side with whatever force is there in order to survive. But in 2014, Kerry is pushing the US effort to “vet“, train and equip “moderate” fighters to take on ISIS while the US provides air support. How long will these fighters be on “our” side?

And, of course, a very distorted view of the effort gets presented at home, then as now:

We saw Vietnam ravaged equally by American bombs and search and destroy missions, as well as by Viet Cong terrorism – and yet we listened while this country tried to blame all of the havoc on the Viet Cong.

If we look just at Syria, it is clear that those outside the US see US meddling behind the “uprising” against al-Assad. From a 2012 Christian Science Monitor article:

In an empty coffee house in Antakya, local tradesman Ahmet Sari’s face crumples in anger as he speaks about Syria.

“What’s happening in Syria is all part of America’s great project to reshape the borders of the Middle East. America and its allies don’t care about bringing democracy to the Syrian people. Look at what happened to Iraq!” he fumes. “The imperialist countries are only after oil and mineral resources.”

And many say that all of these problems can be traced back to the US, who they are convinced got involved with, and perhaps even fomented, the Syrian unrest to loosen up regional powers’ grip on oil, enlisting Turkey as a pawn in the process. It had little to do with support for democracy, they believe.

People in Turkey, who already were dealing with the influx of refugees two years ago, clearly saw a very similar situation in Syria as Kerry saw in Vietnam in 1971. And now, the problems in Turkey are much worse, as the needs of refugees have completely overwhelmed the capacity of relief organizations to help.

We know for a fact that funding and arming rebels almost never works, as the CIA found when reviewing its own efforts on that front. Rather than taking that clear piece of information and trying a new approach based on directly helping the people of the region rather than destabilizing it, the US chose instead to grasp at the last straw from the CIA study that said those few times arming rebels works it has been with “direct American support on the ground”. So rather than accept that their approach is a failure, the warmongers in Washington now think that US air support for the anti-ISIS efforts is a bare minimum and that “boots on the ground” will be needed for a “win”.

And when it comes to “training”, of course the US has failed miserably on that front every time it has tried. But we will just keep on doing it, because that’s all Washington can come up with.

And even if we should “win”, holding onto ground gained is impossible, as Lt. Col. Daniel L. Davis has so devastatingly noted in his piercing of the myth of US superiority in its counterinsurgency program.

Seven Month Extension of P5+1 Negotiations? We’d Be Lucky With Seven Weeks

I must confess that I repeatedly put off writing this post. Similarly, the P5+1 countries and Iran now have repeatedly put off finalizing a deal that assures the West that Iran’s nuclear program has no chance to quickly move to a nuclear weapon. I had been operating under the assumption that a final deal would be announced at the November 24 deadline. After all, everything seemed aligned to make a deal seem necessary for both sides. Iran’s economy has been reeling under sanctions for years, but Rouhani’s push for “moderation” had silenced hardliners in his country who see any deal as capitulation. How long Rouhani can hold them back, however, seems to be the biggest mystery. Barack Obama has been waging war seemingly all over the planet, so a deal to avoid another one would be a huge accomplishment for him. And with a new Republican majority set to take over the Senate, meddling by Senate hawks is assured.

But no agreement was reached on Monday’s deadline. Even worse, rumblings that at least a “framework” would be announced also proved to be false. In fact, the framework target is now four months away, with another three months built in to iron out the technical details within that framework.

Jeffrey Lewis sees this long timeframe as delusion:

One wonders what the parties are thinking. Is there any reason to believe that this problem will be easier to solve in four months’ time? Is there any reason to think that, in fact, the parties have four months? Allow me to be the bearer of two items of bad news.

First, the 114th Congress will pass new sanctions legislation. This year, the White House held off the Menendez-Kirk sanctions bill in the Senate by the narrowest of margins. (The House passing sanctions is a formality at this point.) Proponents had the votes — 60 co-sponsors, including 16 Democrats — but then-Senate Majority Leader Harry Reid refused to let it come to the floor.

Incoming Senate Majority Leader Mitch McConnell won’t be so accommodating.

Second, Iran is continuing research and development on a new generation of centrifuges. A few weeks ago, there was a minor kerfuffle when the International Atomic Energy Agency reported that Iran was test-feeding a new centrifuge under development called the IR-5. The issue was that Iran had not previously fed uranium hexafluoride into that type of machine. The Iranians denied this was a violation. (The definitive answer depends on “technical understandings” in the implementation agreement that the EU will not make public.)

With another extension, though, Iran is free to continue its R&D work on new generations of centrifuges — including resuming testing of the IR-5 and eventually the IR-8.
Oh, yes, the IR-8. The IR-5 is a prelude to this much bigger problem. Iran has declared a new centrifuge model called the IR-8 to the IAEA. (One of these bad boys is sitting at the “pilot” enrichment facility, saying, “Feed me, Seymour.”) The IR-8 is about 16 times more capable than the existing centrifuge types installed at the Natanz fuel enrichment plant.

Study: Fighting Terrorism With Military Almost Never Works

Remember when the George W. Bush campaign and the Republican Party was attacking John Kerry during the 2004 campaign over comments where they construed as him saying that terrorism is a police matter? Here’s a refresher:

Bush campaign Chairman Marc Racicot, in an appearance on CNN’s “Late Edition,” interpreted Kerry’s remarks as saying “that the war on terrorism is like a nuisance. He equated it to prostitution and gambling, a nuisance activity. You know, quite frankly, I just don’t think he has the right view of the world. It’s a pre-9/11 view of the world.”

Republican Party Chairman Ed Gillespie, on CBS’ “Face the Nation,” used similar language.

“Terrorism is not a law enforcement matter, as John Kerry repeatedly says. Terrorist activities are not like gambling. Terrorist activities are not like prostitution. And this demonstrates a disconcerting pre-September 11 mindset that will not make our country safer. And that is what we see relative to winning the war on terror and relative to Iraq.”

The Institute for Economics and Peace, a nonpartisan think tank in Australia, just issued its latest Global Terrorism Index. Buried deep in the report (pdf), on page 56, is this figure in which they summarize data from a RAND Corporation report:

The figure summarizes RAND Corporation findings from a study of 40 years of data on terrorist groups and how the terror activities of those groups come to an end. Despite the gargantuan US Great War on Terror with its trillions of dollars wasted and hundreds of thousands of people killed, only seven percent of the time when a terrorist group ends its activities is that due to them being defeated militarily. In fact, since they cease ten percent of the time due to achieving their goals, it can be argued that a military approach alone makes it more likely the terrorists will win than lose. The leading way for terrorist groups to cease their activities is for them to become a part of the political process, at forty-three percent. And gosh, it turns out that Kerry was correct, because police action (which in this study means “policing and intelligence agencies breaking up the group and either arresting or killing key members”) was the cause forty percent of the time when terrorist groups stop using terror. Oh, and adding further to the importance of policing, the report also states elsewhere that homicide accounts for forty times more deaths globally than terrorism.

As we saw in a previous report on the Global Terrorism Index, once again the countries in which the US GWOT is most active are those that have the worst ratings for terrorism. The list is headed by Iraq, with Afghanistan in the second position, Pakistan third and Syria fifth.

Not only are the countries where the US is actively militarily at the top of the index, the timeline of terror attacks provides a very strong correlation for the jump in global terror activity being triggered by the US invasion of Iraq in 2003:

The timeline seems to suggest that terror attacks were going back down after the 9/11 large event, but then took off after the US invaded Iraq.

Not only should the US learn from this report that the “military only” approach to terrorism is dead wrong, but there are warnings that the US should heed about domestic conditions as well. Here is how the study assesses the risk for future terrorism events:

Using terrorist incidents and events data dating back to 1970 and comparing it to over 5,000 socio-economic, political and conflict indicators, three groups of factors related to terrorist activity have been identified. Countries that are weak on these factors and do not have high levels of terrorism are assessed as being at risk.

The correlations section of this report details the most significant socio-economic correlates with terrorism. There are three groups of factors:

    Social hostilities between different ethnic, religious and linguistic groups, lack of intergroup cohesion and group grievances.
    Measures of state repression such as extrajudicial killings, political terror and gross human rights abuses.
    Other forms of violence such violent crime, organised conflict deaths and violent demonstrations.

It sure sounds to me like a lot those boxes get checked when we start talking about what is going on in Ferguson, Missouri.

Afghanistan Misses Deadline for Cabinet Formation

Back in September, I called the final agreement between Ashraf Ghani and Abdullah Abdullah a graft-sharing agreement when it paved the way for Ghani to take office as President while Abdullah would assume the extra-constitutional and John Kerry-created role of Chief Executive Officer. An arbitrary deadline of 45 days had been set for establishing the new cabinet based on the divvying-up of departments under the September agreement. However, as with everything in this painful process, the deadline has passed and there is scant evidence of progress.

ToloNews summarizes the situation:

The 45-day period President Ashraf Ghani hoped it would take to form the new cabinet ended on Thursday without an announcement of appointments. The spokesman for Chief Executive Officer Abdullah Abdullah said that while full agreement on the look of the government’s top leadership remains elusive, at least some of the cabinet will be formed prior to the London Conference in early December.

Though the spokesperson for the CEO and those close to the president have indicated the negotiations over the National Unity Government’s cabinet have been time-consuming and arduous, they have disputed rumors that there are major disagreements.

Ghani and Abdullah were said to have had a long meeting Wednesday night, perhaps in hopes of making a last-minute deal before the deadline expired, but concluded it without any suggestion of progression.

After quoting a few more sources providing a rosy picture of “progress” toward developing a cabinet, the article ends with this:

Other sources on condition of anonymity have said that there are still serious differences between Ghani and Abdullah over the new cabinet and so far the two sides have only agreed on general power sharing principles.

That doesn’t sound very promising at all.

At the New York Times, Rod Nordland adds to the pessimism:

Some Western diplomats are worried that continued disagreements between Mr. Ghani and his election rival, Abdullah Abdullah, in forming a unity government could push completion of a cabinet to the end of the year or beyond. That is a troubling state of affairs after a protracted election that had already consumed most of the rest of the year.

One diplomat thought that even seating a cabinet by year’s end was optimistic. “By the end of which year?” he said, “Gregorian or Persian?” The Persian year, which Afghanistan uses, ends on March 20.

Given the history of the electoral battle between Ghani and Abdullah, I wonder if even March is too optimistic. Perhaps in June John Kerry will put a cabinet in place by decree…

The Covert Operation Undermining US Credibility against ISIS

Over the weekend, the NYT had a story reporting the “conspiracy theory” popular among Iraqis that the US is behind ISIS.

The United States has conducted an escalating campaign of deadly airstrikes against the extremists of the Islamic State for more than a month. But that appears to have done little to tamp down the conspiracy theories still circulating from the streets of Baghdad to the highest levels of Iraqi government that the C.I.A. is secretly behind the same extremists that it is now attacking.

“We know about who made Daesh,” said Bahaa al-Araji, a deputy prime minister, using an Arabic shorthand for the Islamic State on Saturday at a demonstration called by the Shiite cleric Moktada al-Sadr to warn against the possible deployment of American ground troops. Mr. Sadr publicly blamed the C.I.A. for creating the Islamic State in a speech last week, and interviews suggested that most of the few thousand people at the demonstration, including dozens of members of Parliament, subscribed to the same theory.

The prevalence of the theory in the streets underscored the deep suspicions of the American military’s return to Iraq more than a decade after its invasion, in 2003. The casual endorsement by a senior official, though, was also a pointed reminder that the new Iraqi government may be an awkward partner for the American-led campaign to drive out the extremists.

It suggests the theory arises from lingering suspicions tied to our occupation of Iraq.

But, given the publicly available facts, is the theory so crazy?

Let me clear: I am not saying the US currently backs ISIS, as the NYT’s headline but not story suggests is the conspiracy theory. Nor am I saying the US willingly built a terrorist state that would go on to found a caliphate in Iraq.

But it is a fact that the US has had a covert op since at least June 2013 funding Syrian opposition groups, many of them foreign fighters, in an effort to overthrow Bashar al-Assad. Chuck Hagel confirmed as much in Senate testimony on September 3, 2013 (the NYT subsequently reported that President Obama signed the finding authorizing the op in April 2013, but did not implement it right away). We relied on our Saudi and Qatari partners as go-betweens in that op and therefore relied on them to vet the recipient groups.

At least as Steve Clemons tells it, in addition to the more “moderate” liver-eaters in the Free Syrian Army, the Qataris were (are?) funding Jabhat al-Nusra, whereas Saudi prince Bandar bin Sultan gets credit for empowering ISIS — which is one of the reasons King Abdullah took the Syria portfolio away from him.

McCain was praising Prince Bandar bin Sultan, then the head of Saudi Arabia’s intelligence services and a former ambassador to the United States, for supporting forces fighting Bashar al-Assad’s regime in Syria. McCain and Senator Lindsey Graham had previously met with Bandar to encourage the Saudis to arm Syrian rebel forces.

But shortly after McCain’s Munich comments, Saudi Arabia’s King Abdullah relieved Bandar of his Syrian covert-action portfolio, which was then transferred to Saudi Interior Minister Prince Mohammed bin Nayef. By mid-April, just two weeks after President Obama met with King Abdullah on March 28, Bandar had also been removed from his position as head of Saudi intelligence—according to official government statements, at “his own request.” Sources close to the royal court told me that, in fact, the king fired Bandar over his handling of the kingdom’s Syria policy and other simmering tensions, after initially refusing to accept Bandar’s offers to resign.

ISIS, in fact, may have been a major part of Bandar’s covert-ops strategy in Syria. The Saudi government, for its part, has denied allegations, including claims made by Iraqi Prime Minister Nouri al-Maliki, that it has directly supported ISIS. But there are also signs that the kingdom recently shifted its assistance—whether direct or indirect—away from extremist factions in Syria and toward more moderate opposition groups.

The worry at the time, punctuated by a February meeting between U.S. National Security Adviser Susan Rice and the intelligence chiefs of Turkey, Qatar, Jordan, and others in the region, was that ISIS and al-Qaeda-affiliated Jabhat al-Nusra had emerged as the preeminent rebel forces in Syria. The governments who took part reportedly committed to cut off ISIS and Jabhat al-Nusra, and support the FSA instead. But while official support from Qatar and Saudi Arabia appears to have dried up, non-governmental military and financial support may still be flowing from these countries to Islamist groups.

Thus, to the extent that we worked with Bandar on a covert op to create an opposition force to overthrow Assad, we may well have had an indirect hand in its creation. That doesn’t mean we wanted to create ISIS. It means we are led by the nose by the Saudis generally and were by Bandar specifically, in part because we are so reliant on them for our HUMINT in such matters. Particularly given Saudi support for Sunnis during our Iraq occupation, can you fault Iraqis for finding our tendency to get snookered by the Saudis suspect?

Moreover, our ongoing actions feed such suspicions. Consider the way the Administration is asking for Congressional sanction (at least in the form of funding) for an escalated engagement in the region, without first briefing Congress on the stupid things it has been doing covertly for the last 18 months?

Rouhani to NBC: “US Presence in Region Exacerbates Terrorism Crisis”

NBC News’ Ann Curry interviewed Iranian President Hassan Rouhani yesterday in her second extended interview with him. She had been the first Westerner to interview Rouhani after his election. Remarkably, the story put up by NBC on their website to accompany the video seen above did not mention the part of the interview that Mehr News chose to highlight in Iran. From Mehr News:

Iran’s president has denounced ISIL terrorist group for its savagery and said US presence in the region has exacerbates [sic] the terrorism crisis since 2001.

That comment about US presence in the region exacerbating the terrorism crisis appears nowhere in the NBC article. The article does, however carry Rouhani’s accusation that the US approach to fighting ISIS is cowardly:

Iranian President Hassan Rouhani, in an exclusive interview with NBC News’ Ann Curry, denounced ISIS for its savagery but also branded the U.S.-led coalition against the terror group as “ridiculous.” Speaking from the presidential palace in Tehran ahead of his visit to the United Nations, Rouhani questioned President Obama’s decision to go after ISIS with airstrikes.

“Are Americans afraid of giving casualties on the ground in Iraq? Are they afraid of their soldiers being killed in the fight they claim is against terrorism?” Rouhani said.

“If they want to use planes and if they want to use unmanned planes so that nobody is injured from the Americans, is it really possible to fight terrorism without any hardship, without any sacrifice? Is it possible to reach a big goal without that? In all regional and international issues, the victorious one is the one who is ready to do sacrifice.

Rouhani’s accusation that the US wants to carry out this fight without sacrifices seems to be a very accurate description of the approach by the Obama Administration.

Further evidence for the “ridiculous” charge comes in this Huffington Post story about a Congressional briefing on US strategy:

One Democratic member of Congress said that the CIA has made it clear that it doubts the possibility that the administration’s strategy could succeed.

“I have heard it expressed, outside of classified contexts, that what you heard from your intelligence sources is correct, because the CIA regards the effort as doomed to failure,” the congressman said in an email. “Specifically (again without referring to classified information), the CIA thinks that it is impossible to train and equip a force of pro-Western Syrian nationals that can fight and defeat Assad, al-Nusra and ISIS, regardless of whatever air support that force may receive.”

He added that, as the CIA sees it, the ramped-up backing of rebels is an expansion of a strategy that is already not working. “The CIA also believes that its previous assignment to accomplish this was basically a fool’s errand, and they are well aware of the fact that many of the arms that they provided ended up in the wrong hands,” the congressman said, echoing intelligence sources.

Iranian Foreign Minister Javad Zarif, already in New York for the beginning of talks on the nuclear deal and the opening of the UN General Assembly, told NPR that he still favors a deal with the P5+1 group of nations:

On the subject of negotiations over Iran’s nuclear weapons program, Zarif said all the “wrong options” have already been tried and that “we are ready” for an agreement.

Zarif is fully cognizant of the forces allied against reaching a deal, though:

“The only problem is how this could be presented to some domestic constituencies, primarily in the United States but also in places in Europe,” because “some are not interested in any deal,” he said.

“If they think any deal with Iran is a bad idea, there is no amount of — I don’t want to call it concession — no amount of assurance that is inherent in any deal because they are not interested in a deal, period,” Zarif said.

In sharp contrast with what U.S. Secretary of State John Kerry, Israeli Prime Minister Benjamin Netanyahu and other political leaders have said about no deal being better than a bad one, Zarif said: “I think if you compare any deal with no deal, it’s clear that a deal is much preferable.”

Gosh, considering how the US is working closely with anti-Iran groups, even to the point of interfering in lawsuits to prevent disclosure of how the government shares state secrets with them, Zarif seems to have a very clear grasp of the problem a deal faces.

Despite his harsh comments about the US (and harsh comments about ISIS, as well), Rouhani also held out hope that the P5+1 final agreement can be reached.
